Step 2: Bribe Some Legislators
Is the Mexican government debating legislation that means your precious cigarettes will get taxed more? There's an easy solution. Take some PRI (Institutional Revolutionary Party) members of congress and their families on a nice beach vacation to Brazil or Costa Rica like British American Tobacco did in 2005. Surely they won't vote to raise taxes after a nice week under the sun.
Step 3: Start a Protest

Hire public officials to work at your company or for your government lobby group. Sure you might have to pay them a high salary, but they'll make sure not to raise taxes or impose regulations. Mexican tobacco companies have been effectively using this strategy for about 30 years.
Step 6: Do Some (mostly fake) Philanthropy
This is a perfect win-win. You can follow in Carlos Slim's footsteps and start a health institute with the money you've made by selling cigarettes. Now you look like a nice guy who donates money and you have control over research on your product. How sneaky.
Step 7: You Did It! Now Exploit Your Power
Now you have lawmakers in your payroll and enough support from the public. You can get whatever you want, whether it be lower taxes or no new regulations, without much backlash. Just sit back and watch the cash flow in!
